SINGAPORE: China Everbright Water Limited, an environmental protection company focusing on water environment management, has signed a PPP (Public-Private Partnership) project agreement with the Urban-Rural Water Bureau of Zhangqiu District of Ji’nan City to secure Ji’nan Zhangqiu Waste Water Treatment (Plant 4) PPP Project.
The project commands an estimated investment of approximately RMB213 million.
Pursuant to the PPP project agreement, Zhangqiu Project (Plant 4) will be invested in, financed, constructed, operated and maintained based on a BOT (Build-Operate-Transfer) model by a project company, in which Everbright Water will hold 99% equity interest. With a concession period of approximately 30 years (approximately one-year construction period inclusive), the project has a designed daily waste water treatment capacity of 50,000 m3 and a designed daily reusable water supply capacity of 30,000 m3.
Majority indicators of the discharged water will comply with the national Grade 1A standard according to the Discharge Standard of Pollutants for Municipal Wastewater Treatment Plant (GB18918-2002) (“national Grade 1A standard”), with the rest indicators stricter than the national Grade 1A standard.
Everbright Water’s Zhangqiu Waste Water Treatment Project (Plants 1, 2 and 3) have been operating smoothly over the past few years, with a total designed daily waste water treatment capacity of 120,000 m3.
The discharged water complied with the national Grade 1A standard. Upon the completion of upgrading work in 2019, some indicators of the discharged water from these three plants outperform the national Grade 1A standard.
Mr. An Xuesong, Executive Director and CEO of Everbright Water, said, “After securing Zhangqiu Project (Plant 4), Everbright Water has a total of seven water projects in the Zhangqiu District of Ji’nan City with an aggregate designed daily water treatment capacity of 450,000 m3. This has further solidified the Company’s local market position. Zhangqiu Project (Plant 4) further increases Everbright Water’s waste water treatment capacity in the district, which amounts to 98% of the total waste water treatment volume in urban areas of the Zhangqiu District. Leveraging on the longterm trust and support of the local government authorities and the public, Everbright Water will develop Zhangqiu Project (Plant 4) into a benchmark project. This will help the Company create synergy with its other waste water treatment projects in the Zhangqiu District and enhance the quality of local water environment in the long term. Furthermore, this will provide a safeguard to the local environmental, social and economic development.”
