RockRose Risk raises $12.5 million to build wildfire mitigation platform
SAN FRANCISCO: RockRose Risk, an insurance brokerage that rewards property owners for wildfire mitigation, has raised $12.5 million in a Series A funding round co-led by Crosslink Capital and Congruent Ventures, with participation from Nuveen Real Estate.
The company plans to use the investment to evolve into a vertically integrated risk manager, combining property analysis, mitigation services and insurance into a single platform. RockRose Risk intends to acquire tree trimming and roofing companies to become a one-stop partner for property owners seeking to assess wildfire risk, complete mitigation work and secure insurance.
“We’ve proven our model works,” said Andrew Engler, co-founder and CEO of RockRose Risk. “By combining on-the-ground property assessments, mitigation expertise and proprietary technology, we’ve driven fundamentally better insurance outcomes. Our next step is to get insurance to operate within holistic systems, just as nature does.”
The funding comes as 2026’s wildfire season has already surpassed the acreage burned in all of 2025, according to the National Interagency Fire Center, with several months of peak fire activity still ahead. Property insurance non-renewals have increased across much of the Western region, including California, Colorado and Nevada — the company’s three core markets.
RockRose Risk serves commercial property owners and homeowners across wildfire-prone regions, including HOAs, hotel groups, wineries, farms, strip malls, municipalities and commercial real estate portfolios.

The company’s mitigation-first model is designed to help move properties back into the admitted market by pairing verified mitigation work with property-level risk assessments. The California FAIR Plan, the state’s insurer of last resort, continues to face mounting pressure as major carriers reduce their exposure in wildfire-prone regions.

The funding follows the company’s expansion into California homeowners insurance and the introduction of Rosebud, its autonomous property assessment rover.
