
LONDON: Hydrogen Utopia International PLC (LSE: HUI) said Wednesday its Saudi subsidiary has signed a non-binding memorandum of understanding with a domestic waste management company to secure up to 200,000 tonnes per year of unrecyclable plastics and end-of-life tyres for a planned clean fuels facility.
The agreement with RECYCLEE, a Saudi Arabia-based technology-enabled waste platform, establishes a framework for long-term feedstock supply to a proposed waste-to-energy and sustainable aviation fuel production plant in Jubail Industrial City. Hydrogen Utopia International KSA LLC will offtake the material, which will be converted using the InEnTec PEM melter system, for which HUI holds exclusive rights in the MENA region.
Under the MoU, RECYCLEE will aggregate hard-to-recycle waste from its operational network across the kingdom. The intended project aims to produce hydrogen and sustainable aviation fuel, supporting Saudi Arabia’s push to reduce landfill dependence and build a circular economy.
Eng. Rakan AlRogi, CEO of RECYCLEE, said the agreement underscores his company’s role in building digitally managed waste infrastructure.
“By aggregating sorted hard-to-recycle materials across the kingdom, we are enabling a more effective circular economy,” AlRogi said. “This collaboration is a vital step toward establishing a consistent and reliable feedstock stream that supports Saudi Arabia’s broader vision for sustainability, resource efficiency and industrial innovation.”
Aleksandra Binkowska, CEO of HUI, said securing scalable waste feedstock is fundamental to deploying the company’s technology.
“Saudi Arabia is moving decisively to modernise its waste and energy systems, and we believe HUI, through HUI KSA, is well-positioned to play a meaningful role in that transformation,” Binkowska said.
The MoU remains non-binding except for customary confidentiality provisions. Feedstock specifications, pricing and other commercial terms require further negotiation and due diligence, and neither party has a binding supply or offtake obligation at this stage. Either party may withdraw from discussions in accordance with the MoU’s terms.
HUI holds exclusive MENA rights to the InEnTec PEM melter system, a technology designed to convert non-recyclable plastic into hydrogen, clean fuels and advanced materials.
